Implementation of Sexual and Reproductive Health Programs

Policies, norms, guides, and protocols of various countries

International protocols, national policies, and local guidelines provide direction for effective delivery of reproductive health services. Such policies can help create an enabling environment for these services and guide program managers in the development of specific models of implementation. This module includes examples and policy resources from four countries: Mexico, Panama, Guatemala, and El Salvador. The documents include national guidelines for the implementation of reproductive health programs and services. These resources can be used as reference documents when designing local reproductive health strategies or as guidelines for design and implementation.

Documents

  • This document contains guidelines on reproductive health, including national guidelines for Mexico and regional guidelines for Chiapas. In addition, the document contains international norms and policies, as well as, detailing the year in which they were ratified or accepted by Mexico.

  • This technical guide includes the objectives and conceptual framework that must be taken into account when addressing the different situations and needs of the users in reproductive health services. The guide introduces key concepts, such as voluntary and informed consent, as well as, factors that may influence decision-making, enabling service providers to guarantee that users make responsible decisions regarding the use of contraceptive methods. Family planning counseling content is presented in this technical guide, including the specific steps to follow during this process, in addition to the basic tools for monitoring, supervision, and evaluation of those services.

  • This document provides a unified tool for health care personnel to provide reproductive health services and activities based on the strategic plan of the Ministry of Public Health and Social Assistance in El Salvador.

  • This document details the national plan for improving and protecting sexual and reproductive health through health promotion, prevention and treatment services, based on scientific evidence, with a focus on gender and interculturality. There are examples and templates of monitoring, evaluation, and supervision tools in the annex.

  • This document describes the norms and guidelines for service delivery of reproductive health and family planning programs. The document provides detailed information of each family planning method, its effectiveness, advantages, disadvantages, and the management of side effects. Additionally, there is a chapter on guidelines and norms on sexual transmitted infections (STIs) and HIV/AIDS. The development of this document was carried out by The National Reproductive Health Program (PNSR) within the Ministry of Public Health and Social Assistance (MSPAS), as well as, various technical input from other departments.
